Justins parking ticket equity program still has everyone curious as to how it will work. And he told the Times that wealthy people arent paying fines. Is this guy from Brooklyn?
1000, if Justin said it, then it probably has some truth in it. Brannan usually does his homework and has his facts straight on most things. That's how he as kept Republicans in a box.

if you actually read today's NY Times article about Brannan's proposed sliding scale for parking tickets and other fines, you would have seen that the system does work where it's been implemented elsewhere, and that all the factual statistical data supporting what Brannan says are laid out within the Times article itself.
As for the "Is this guy from Brooklyn" part of your comment, in the NY Times article, Brannan specifically mentioned one of the incidents in his district that caused him to begin his work on his sliding scale fines proposal. It involved neighbors' complaints to his office about somebody creating an illegal parking place, and that person's willingness to pay the fines to keep using it.
So how does the ticket income verification work? Justin cant explain it.

First, I don't think anybody mentioned any "... detail that the DMV [would] be able to determine a persons income..." in the way that you seem to imply.
Without getting into the "details" of the various NYC Controller's and various other agencies' databases and algorythms involved, the ticket or other civil summons for a vioation of "City" ordinances subject to the Justin Brannan-City Council proposal will start an online process that will generate the necessary income/assets information in a cumulativem but abbreviated report as needed by the NYC DOT JHO, or JHO for any other agency in Brannan's pilot project. The JHO will then make an assessment of the fine due based upon a sliding income/assets scale, and the person being fined can contest the fine assessed with whatever evidence is ruled to be relevant.
"at ... at 12:50 PM," you shouldn't rely on so-called "press accounts" they are very often very much overdrawn.
