What does this mean in the big picture ?????

It means that Luthmann has been convinced by somebody very close to him that he needs to make a deal --- fast --- very very fast. Maybe, that's because the somebody very close to Mr. Luthmann felt very in the cross-hairs and under the gun, HERSELF.
Imagine if you will both HERSELF and HIMSELF facing trials for basically the same crimes --- not a pretty sight, is it !!!!!
So out of the blue, this "Unlucky Dick" looks like he's going to hire a very-hooked-up-to-his-nemesis-Dennis-Quirk-lawyer, Artie Aidala.....
Now here's the rub --- what in the world could Richard Luthmann offer as his part of any deal ????? THE MIND BOGGLES !!!!!
