This wolf-in-sheeps'-clothing seems to forget that ---  based on his own recent vote against the entire NYC budget along with about a dozen of the most woke left-wing Democrats --- and against all of his Republican colleagues  ---  if it were up to Kagan there would have been no funds at all for any  >>> "... city agencies... including, NYPD, FDNY, DSNY, & others..."

Furthermore, just like a couple of months ago when he voted against the whole NYC budget without explanation,  Kagan has no alternative plan or proposal of his own. He says nothing about what NYC should do to address this funding crisis that the Mayor is now warning all NYC residents about. 

This is the classic revolutionary's trick of being a disrupter in all crises and times of distress. ---  And first and foremost, Communist operatives like Arkady ("Ari") Kagan are always revolutionaries and disrupters.

As we said above, this irresponsible and cynical pretender, Ari Kagan, was and continues to be one very nervy, active, real and true Commie bastard.
